Drainage Master Plan Update

Anchor QEA recently completed a comprehensive update to the City of Kent’s (City) Drainage Master Plan (DMP).  As the prime consultant for the project, Anchor QEA evaluated current and projected drainage needs in 17 basins, analyzed alternatives, recommended solutions, and estimated project and programs implementation costs.  Anchor QEA’s role as prime consultant included leading all aspects of the DMP update.  This included developing hydrologic and hydraulic models (HSPF, MGSFlood, HEC-RAS, and PCSWMM) to characterize and evaluate the watersheds, streams, and main stormwater conveyance systems within the City limits.  Evaluation, prioritization, and selection of regional and local drainage infrastructure (conveyance, detention, treatment) and fish/wildlife habitat improvements was completed as the basis for update of the City’s Stormwater Capital Improvements Program.   Stormwater Management Program modification recommendations were also made to comply with City standards, National Pollutant Discharge Elimination System (NPDES) Phase II, and TMDL water quality requirements.  Project and programs cost updates were provided as the basis for adjustments to the City’s stormwater utility rate structure to provide the required funding program for successful plan implementation.
