Anchor QEA is a recognized leader in the planning and permitting of waterfront cleanup projects including national Superfund and state-led cleanup actions.  We have extensive experience in negotiating and obtaining required regulatory approvals and in associated procedures, including site investigation and sediment sampling, compliance with the U.S. Army Corps of Engineers (USACE) and U.S. Environmental Protection Agency (USEPA) sediment management protocols, interfacing with local Dredged Material Management Offices (DMMOs), and projects involving the Model Toxic Control Act (MTCA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).  We work in close coordination with our clients to develop regulatory strategies for dredging and sediment remediation projects that provide our clients with realistic timelines, agreeable conditions of approval, and regulatory certainty to construct their projects.

Our regulatory specialists are adept in working through dredging and sediment management permit strategies; developing local, state, and federal permit application packages; providing National Environmental Policy Act (NEPA), Washington State Environmental Policy Act (SEPA), and California Environmental Quality Act (CEQA) documentation, including development of Environmental Impact Statements (EISs)/Environmental Impact Reports (EIRs), Mitigated Negative Declarations (MNDs), and Environmental Assessments (EAs); conducting Endangered Species Act (ESA) consultations including developing Biological Assessments (BAs) and Evaluations (BEs); providing supplemental environmental studies; developing monitoring plans and reports; and conducting compliance monitoring.  Our integrated approach to permitting dredging and sediment remediation projects provides flexibility for the client within the project’s regulatory framework while maintaining positive relationships between our clients and regulatory staff.
